  SA 3444. Mr. YOUNG proposed an amendment to the concurrent resolution 
S. Con. Res. 14, setting forth the congressional budget for the United 
States Government for fiscal year 2022 and setting forth the 
appropriate budgetary levels for fiscal years 2023 through 2031; as 
follows:

       On page 53, line 8, strike the period and insert ``, except 
     that no adjustment shall be made pursuant to this subsection 
     if such legislation raises taxes on people making less than 
     $400,000.''.
