  SA 3318. Mr. THUNE submitted an amendment intended to be proposed by 
him to the concurrent resolution S. Con. Res. 14, setting forth the 
congressional budget for the United States Government for fiscal year 
2022 and setting forth the appropriate budgetary levels for fiscal 
years 2023 through 2031; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. ___. SENSE OF THE SENATE RELATING TO THE SURGE IN CRIME 
                   ACROSS THE UNITED STATES AND THE DANGERS OF 
                   DEFUNDING THE POLICE.

       It is the sense of the Senate that--
       (1) there has been a surge in the number of crimes across 
     the United States; and
       (2) calls to defund the police are dangerous given the 
     surge described in paragraph (1).
