  SA 2655. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill H.R. 3684, to authorize funds for Federal-aid highways, 
highway safety programs, and transit programs, and for other purposes; 
which was ordered to lie on the table; as follows:

        In section 3(e)(4) of the Forest and Rangeland Renewable 
     Resources Planning Act of 1974 (16 U.S.C. 1601(e)(4)) (as 
     amended by section 70302(a)(1)(A) of Senate Amendment 2137), 
     add at the end the following:
       ``(D) Limitation.--Notwithstanding any other provision of 
     this section, a restoration activity otherwise authorized 
     under this section may not be carried out until the date on 
     which the legislature of the State in which the reforestation 
     activity is to be carried out submits to the Secretary 
     written notice that active forest management is occurring in 
     the applicable State.''.
