   PUPPIES ASSISTING WOUNDED SERVICEMEMBERS FOR VETERANS THERAPY ACT

  Mr. SCHATZ. Mr. President, I ask unanimous consent that the Committee 
on Veterans' Affairs be discharged from further consideration of H.R. 
1448 and the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The legislative clerk read as follows:

       A bill (H.R. 1448) to direct the Secretary of Veterans 
     Affairs to carry out a pilot program on dog training therapy, 
     and to amend title 38, United States Code, to authorize the 
     Secretary of Veterans Affairs to provide service dogs to 
     veterans with mental illnesses who do not have mobility 
     impairments.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the bill.
  Mr. SCHATZ. I ask unanimous consent that the bill be considered read 
a third time.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The bill was ordered to a third reading and was read the third time.
  Mr. SCHATZ. I know of no further debate on the bill.
  The PRESIDING OFFICER. If there is no further debate on the bill, the 
bill having been read the third time, the question is, Shall the bill 
pass?
  The bill (H.R. 1448) was passed.
  Mr. SCHATZ. I ask unanimous consent that the motion to reconsider be 
considered made and laid upon the table.
