                   GLOBAL HEALTH SECURITY ACT OF 2021

  The SPEAKER pro tempore. Pursuant to clause 8 of rule XX, the 
unfinished business is the vote on the motion to suspend the rules and 
pass the bill (H.R. 391) to authorize a comprehensive, strategic 
approach for United States foreign assistance to developing countries 
to strengthen global health security, and for other purposes, as 
amended, on which the yeas and nays were ordered.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. The question is on the motion offered by the 
gentleman from New York (Mr. Meeks) that the House suspend the rules 
and pass the bill, as amended.

  Mr. MOORE of Utah. Mr. Speaker, I am unable to vote today because I 
am attending the funeral of a close friend. Had I been present, I would 
have voted ``yea'' on rollcall No. 186 (H.R. 2225), ``yea'' on rollcall 
No. 187 (H.R. 3593) and, ``yea'' on rollcall No. 188 (H.R. 391).
