Parliamentary Inquiry
Mr. ROY (during the vote). Mr. Speaker, I have a parliamentary
inquiry.
The SPEAKER pro tempore. The gentleman will state his parliamentary
inquiry.
Mr. ROY. Is it still a requirement that you have to make a case that
it is a virus or COVID-related reason for voting by proxy?
The SPEAKER pro tempore. The gentleman is free to go ahead and review
the proxy voting regulations issued pursuant to section 3(s) of House
Resolution 8.
{time} 1942
So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.
The result of the vote was announced as above recorded.
A motion to reconsider was laid on the table.
PERSONAL EXPLANATION
Mr. MOORE of Utah. Mr. Speaker, I am unable to vote today because I
am attending the funeral of a close friend. Had I been present, I would
have voted ``yea'' on rollcall No. 186 (H.R. 2225), ``yea'' on rollcall
No. 187 (H.R. 3593) and, ``yea'' on rollcall No. 188 (H.R. 391).
