 DESIGNATING THE NATIONAL PULSE MEMORIAL LOCATED AT 1912 SOUTH ORANGE 
                       AVENUE IN ORLANDO, FLORIDA

  Mr. SCOTT of Florida. Mr. President, as if in legislative session, I 
ask unanimous consent that the Committee on Energy and Natural 
Resources be discharged from further consideration of S. 1605 and the 
Senate proceed to its immediate consideration.
  The PRESIDING OFFICER (Mr. Hickenlooper). The clerk will report the 
bill by title.
  The bill clerk read as follows:

       A bill (S. 1605) to designate the National Pulse Memorial 
     located at 1912 South Orange Avenue in Orlando, Florida, and 
     for other purposes.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the bill.
  Mr. SCOTT of Florida. Mr. President, I ask unanimous consent that the 
bill be considered read a third time and passed and that the motion to 
reconsider be considered made and laid upon the table.

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. DESIGNATION OF NATIONAL PULSE MEMORIAL.

       (a) In General.--The Pulse Memorial located at 1912 South 
     Orange Avenue in Orlando, Florida, is designated as the 
     ``National Pulse Memorial''.
       (b) Effect of Designation.--
       (1) In general.--The national memorial designated by 
     subsection (a) is not a unit of the National Park System.
       (2) Use of federal funds.--The designation of the national 
     memorial by subsection (a) shall not require or permit 
     Federal funds to be expended for any purpose relating to the 
     national memorial.
