SA 1598. Mr. SCOTT of Florida submitted an amendment intended to be
proposed to amendment SA 1502 proposed by Mr. Schumer to the bill S.
1260, to establish a new Directorate for Technology and Innovation in
the National Science Foundation, to establish a regional technology hub
program, to require a strategy and report on economic security,
science, research, innovation, manufacturing, and job creation, to
establish a critical supply chain resiliency program, and for other
purposes; which was ordered to lie on the table; as follows:
In title V of division B, at the end add the following:
SEC. 25__. COMMITTEE TO RESEARCH ORIGINS OF COVID-19.
(a) In General.--The Directorate shall establish a Federal
oversight committee to research the origins of COVID-19 and
provide the findings of such research to the Directorate.
Such committee shall be comprised of each of the following
(or their designees):
(1) The Directorate.
(2) The Secretary of Health and Human Services, in
coordination with the Director of the National Institutes of
Health and the Director of the Centers for Disease Control
and Prevention.
(3) The Secretary of Defense.
(4) The Secretary of Homeland Security.
(5) The Secretary of Agriculture.
(6) The Director of National Intelligence.
(7) The Secretary of State.
(b) Awards.--A portion of the amount made available to the
Directorate under this Act shall be made available to the
committee established under this section for the purpose of
making grants to any individual, or entity, that is eligible
for a grant under any other provision of this Act for the
purpose of researching the origins of COVID-19 in
coordination with such committee.
(c) Report to Congress.--Not later than 1 year after the
date of enactment of this Act, the Directorate shall provide
to Congress and the President a final report on the findings
of the committee under subsection (a).
