  SA 1569. Mr. TUBERVILLE submitted an amendment intended to be 
proposed to amendment SA 1502 proposed by Mr. Schumer to the bill S. 
1260, to establish a new Directorate for Technology and Innovation in 
the National Science Foundation, to establish a regional technology hub 
program, to require a strategy and report on economic security, 
science, research, innovation, manufacturing, and job creation, to 
establish a critical supply chain resiliency program, and for other 
purposes; which was ordered to lie on the table; as follows:

       In section 2307, strike paragraph (2) of subsection (a) and 
     all that follows through the end of subsection (b) and insert 
     the following:
       (2) Study period.--The term ``study period'' means the 1-
     year period ending on the date of enactment of this Act.
       (b) Study.--The Comptroller General of the United States 
     shall conduct a study on Federal funding made available, to 
     foreign entities of concern for research, during the study 
     period. No Federal funding shall be made available to foreign 
     entities of concern for research between the date of 
     enactment of this Act and the date on which the Comptroller 
     General completes the study under this subsection.
