  SA 1483. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 1460 proposed by Mr. Carper (for himself and Mrs. Capito) 
to the bill S. 914, to amend the Safe Drinking Water Act and the 
Federal Water Pollution Control Act to reauthorize programs under those 
Acts, and for other purposes; which was ordered to lie on the table; as 
follows:

        At the appropriate place, insert the following:

     SEC. ___. NAVIGABLE WATERS PROTECTION RULE.

       (a) In General.--The final rule of the Corps of Engineers 
     and the Environmental Protection Agency entitled ``The 
     Navigable Waters Protection Rule: Definition of `Waters of 
     the United States' '' (85 Fed. Reg. 22250 (April 21, 2020)) 
     is enacted into law.
       (b) Judicial Review.--The final rule enacted into law under 
     subsection (a) shall not be subject to judicial review.
