19 hate crimes, and for other purposes; which was ordered to lie on the 
table; as follows:

       At the end of section 2, add the following:
       (c) Investigation of Origins of COVID-19.--
       (1) In general.--The Attorney General, in coordination with 
     the Secretary of Health and Human Services and the Secretary 
     of State, shall establish an independent fact-finding 
     commission to investigate the origins of COVID-19 virus.
       (2) Report on findings.--Not later than September 1, 2021, 
     the commission established under paragraph (1) shall submit 
     to Congress a report of findings and conclusions based on the 
     investigation required to be conducted by the commission.
