                   Recognition of the Majority Leader

  The ACTING PRESIDENT pro tempore. The majority leader is recognized.
  Mr. SCHUMER. Mr. President, I thank my friend from Louisiana for his 
erudite remarks, much of which--at least the last part I heard--I agree 
with.
