  SA 487. Mr. BOOZMAN submitted an amendment intended to be proposed by 
him to the concurrent resolution S. Con. Res. 5, setting forth the 
congressional budget for the United States Government for fiscal year 
2021 and setting forth the appropriate budgetary levels for fiscal 
years 2022 through 2030; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title IV, add the following:

     SEC. 4___. POINT OF ORDER AGAINST RECONCILIATION LEGISLATION 
                   THAT WOULD TRIGGER SEQUESTRATION FOR CERTAIN 
                   AGRICULTURE PROGRAMS.

       (a) Point of Order.--It shall not be in order in the Senate 
     to consider any reconciliation bill, resolution, amendment, 
     amendment between Houses, motion, or conference report 
     pursuant to section 310 of the Congressional Budget Act of 
     1974 (2 U.S.C. 641) that would result in a sequestration 
     under the Statutory Pay-As-You-Go Act of 2010 (2 U.S.C. 931 
     et seq.) that reduces direct spending (as defined in section 
     250(c) of the Balanced Budget and Emergency Deficit Control 
     Act of 1985 (2 U.S.C. 900(c))) for programs under title I of 
     the Agricultural Act of 2014 (7 U.S.C. 9011 et seq.) or 
     programs under title XII of the Food Security Act of 1985 (16 
     U.S.C. 3801 et seq.).
       (b) Waiver and Appeal.--Subsection (a) may be waived or 
     suspended in the Senate only by an affirmative vote of three-
     fifths of the Members, duly chosen and sworn. An affirmative 
     vote of three-fifths of the Members of the Senate, duly 
     chosen and sworn, shall be required to sustain an appeal of 
     the ruling of the Chair on a point of order raised under 
     subsection (a).
       (c) Sunset.--This section shall cease to have force or 
     effect on December 31, 2022.
