                           ORDER OF PROCEDURE

  Mr. SCHUMER. Madam President, I ask unanimous consent that upon the 
conclusion of morning business on Tuesday, January 26, the Senate 
proceed to executive session, and the Senate proceed to the immediate 
consideration of the nomination of Antony Blinken to be the Secretary 
of State; further, that the time until 12 noon be equally divided 
between the two leaders or their designees, with Senator Menendez 
permitted to speak for up to 5 minutes; and that at 12 noon, the Senate 
vote without intervening action or debate on the nomination; that if 
confirmed, the motion to reconsider be considered made and laid upon 
table, and the President be immediately notified of the Senate's 
action.
