 REQUEST TO CONSIDER H.R. 9047, CARING FOR AMERICANS WITH SUPPLEMENTAL 
                            HELP ACT OF 2020

  Mr. HOYER. Madam Speaker, on behalf of the Speaker of the House of 
Representatives and myself, and consistent with the request of the 
President of the United States, I ask unanimous consent that the 
Committee on Ways and Means and the Committee on the Budget be 
discharged from further consideration of the bill, H.R. 9047, and ask 
for its immediate consideration in the House.
  The SPEAKER pro tempore. Under guidelines consistently issued by 
successive Speakers, as recorded in section 956 of the House Rules and 
Manual, the Chair is constrained not to entertain the request unless it 
has been cleared by the bipartisan floor and committee leaderships.

  Mr. HOYER. Madam Speaker, parliamentary inquiry.
  The SPEAKER pro tempore. The gentleman will state his parliamentary 
inquiry.
  Mr. HOYER. Can the Speaker inform us as to what that committee 
consists of?
  The SPEAKER pro tempore. Floor leadership in this context has been 
construed to apply only to the minority leader, and not to the entire 
hierarchy of minority leadership, where the Chair has been assured that 
the minority leader has no objection.
