RECOGNIZING THE DEVASTATING EXPLOSION THAT ROCKED THE PORT OF BEIRUT ON 
                             AUGUST 4, 2020

  Mr. BOOZMAN. Mr. President, I ask unanimous consent that the 
Committee on Foreign Relations be discharged from further consideration 
of S. Res. 682 and the Senate proceed to its immediate consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the resolution by title.
  The senior assistant legislative clerk read as follows:

       A resolution (S. Res. 682) recognizing the devastating 
     explosion that rocked the Port of Beirut on August 4, 2020, 
     and expressing solidarity with the Lebanese people.

  There being no objection, the committee was discharged, and the 
Senate proceeded to consider the resolution.
  Mr. BOOZMAN. Mr. President, I know of no further debate on the bill.
  The PRESIDING OFFICER. Is there further debate?
  Hearing none, the question is on adoption of the resolution.
  The resolution (S. Res. 682) was agreed to.
  Mr. BOOZMAN. I further ask that the preamble be agreed to, and that 
the motions to reconsider be considered made and laid upon the table 
with no intervening action or debate.
  The preamble was agreed to.
