Mr. TOOMEY. Madam President, I ask unanimous consent that
notwithstanding the provisions of rule XXII, the postcloture time with
respect to the Harwell nomination expire at 6 p.m. today and that the
Senate vote on confirmation of the nomination; I further ask that the
cloture motion with respect to the Noland nomination ripen at 1:30 p.m.
tomorrow; finally, that if either nomination is confirmed, the motions
to reconsider be considered made and laid upon the table and the
President be immediately notified of the Senate's action.
