  Ms. JACKSON LEE. Madam Speaker, I was unavoidably detained in my 
district and I missed the rule vote on the NDAA. If I were present, I 
would have voted ``aye.'' I missed the previous question on the NDAA. 
If I were present, I would have voted ``aye.''
