  SA 1874. Mr. CARDIN submitted an amendment intended to be proposed by 
him to the bill S. 4049, to authorize appropriations for fiscal year 
2021 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle E of title VIII, add the following:

     SEC. __. INCREASE IN TOTAL SOLE-SOURCE CONTRACT VALUES.

       (a) Qualified Hubzone Small Business Concerns.--Section 
     31(c)(2)(A)(ii) of the Small Business Act (15 U.S.C. 
     657a(c)(2)(A)(ii)) is amended--
       (1) in subclause (I), by striking ``$5,000,000'' and 
     inserting ``$10,000,000''; and
       (2) in subclause (II), by striking ``$3,000,000'' and 
     inserting ``$8,000,000''.
       (b) Small Business Concerns Owned and Controlled by 
     Service-disabled Veterans.--Section 36(a)(2) of the Small 
     Business Act (15 U.S.C. 657f(a)(2)) is amended--
       (1) in subparagraph (A), by striking ``$5,000,000'' and 
     inserting ``$10,000,000''; and
       (2) in subparagraph (B), by striking ``$3,000,000'' and 
     inserting ``$8,000,000''.
       (c) Small Business Concerns Owned and Controlled by 
     Socially and Economically Disadvantaged Individuals.--Section 
     8(a)(1)(D)(i)(II) of the Small Business Act (15 U.S.C. 
     637(a)(1)(D)(i)(II)) is amended--
       (1) by striking ``$5,000,000'' and inserting 
     ``$10,000,000''; and
       (2) by striking ``$3,000,000'' and inserting 
     ``$8,000,000''.
       (d) Certain Small Business Concerns Owned and Controlled by 
     Women.--Section 8(m) of the Small Business Act (15 U.S.C. 
     637(m)) is amended--
       (1) in paragraph (7)(B)--
       (A) in clause (i), by striking ``$6,500,000'' and inserting 
     ``$10,000,000''; and
       (B) in clause (ii), by striking ``$4,000,000'' and 
     inserting ``$8,000,000''; and
       (2) in paragraph (8)(B)--
       (A) in clause (i), by striking ``$6,500,000'' and inserting 
     ``$10,000,000''; and
       (B) in clause (ii), by striking ``$4,000,000'' and 
     inserting ``$8,000,000''.
