                            VOTE EXPLANATION

  Mr. RUBIO. Mr. President, I was presiding over the Committee on 
Foreign Relations while the chairman was voting. The vote ended before 
I was able to return and cast my vote in favor of the confirmation of 
John Fitzgerald Kness to be U.S. District Judge for the Northern 
District of Illinois.
