  Mr. COTTON. Mr. President, I ask unanimous consent that the Senate 
proceed to legislative session and be in a period of morning business, 
with Senators permitted to speak therein for up to 10 minutes each.

 Ms. HARRIS. Mr. President, on October 30, 2019, I was not 
present for the vote on S.J. Res. 52, providing for congressional 
disapproval under chapter 8 of title 5, United States Code, of the rule 
submitted by the Secretary of the Treasury and the Secretary of Health 
and Human Services relating to ``State Relief and Empowerment 
Waivers.'' If I were present, I would have voted yes.
