  SA 963. Mr. GARDNER submitted an amendment intended to be proposed to 
amendment SA 948 proposed by Mr. Shelby to the bill H.R. 3055, making 
appropriations for the Departments of Commerce and Justice, Science, 
and Related Agencies for the fiscal year ending September 30, 2020, and 
for other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title II of division A, insert 
     the following:
       Sec. __. (a) There is established in the Treasury a fund to 
     be known as the ``Bulletproof Vest Partnership Program Type 
     III Body Armor Fund''.
       (b) The Attorney General may, without further 
     appropriation, use amounts in the Bulletproof Vest 
     Partnership Program Type III Body Armor Fund established 
     under subsection (a) to award type III body armor grants to 
     State and local law enforcement agencies for the purchase of 
     body armor that meets the standards for type III body armor, 
     as determined by the National Institute of Justice, in an 
     amount that is proportionate to the number of sworn law 
     enforcement officers employed by the grantee on the date of 
     the application submitted by the grantee.
       (c) Out of any money in the Treasury not otherwise 
     appropriated, $1,100,000,000 are appropriated to the 
     Bulletproof Vest Partnership Program Type III Body Armor Fund 
     established under subsection (a).
