  SA 951. Mr. WARNER (for himself, Mr. Blumenthal, Mr. Kaine, and Mr. 
Van Hollen) submitted an amendment intended to be proposed to amendment 
SA 948 proposed by Mr. Shelby to the bill H.R. 3055, making 
appropriations for the Departments of Commerce and Justice, Science, 
and Related Agencies for the fiscal year ending September 30, 2020, and 
for other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in division A, insert the 
     following:
       Sec. ___.  Not later than 30 days after the date of 
     enactment of this Act, the Attorney General shall submit to 
     Congress a report that--
       (1) details the progress of the implementation of the 
     Ashanti Alert Act of 2018 (Public Law 115-401; 132 Stat. 
     5336) and the amendments made by that Act; and
       (2) establishes a deadline for full implementation of that 
     Act and the amendments made by that Act, which shall be not 
     later than 90 days after the date of enactment of this Act.
