                            VOTE EXPLANATION

  Mr. DURBIN. Mr. President, I was necessarily absent for votes Nos. 
202 and 203. Had I been present, I would have voted nay on the motion 
to invoke cloture on the nomination of Peter C. Wright to be Assistant 
Administrator, Office of Solid Waste, Environmental Protection Agency. 
I would have also voted nay on confirmation of the Wright nomination.
