         MEASURES READ THE FIRST TIME--H.R. 2740 AND H.R. 3055

  Mr. THUNE. Madam President, I understand that there are two bills at 
the desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time en bloc.
  The bill clerk read as follows:

       A bill (H.R. 2740) making appropriations for the 
     Departments of Labor, Health and Human Services, and 
     Education, and related

     agencies for the fiscal year ending September 30, 2020, and 
     for other purposes.
       A bill (H.R. 3055) making appropriations for the 
     Departments of Commerce and Justice, Science, and Related 
     Agencies for the fiscal year ending September 30, 2020, and 
     for other purposes.

  Mr. THUNE. I now ask for a second reading, and I object to my own 
request, all en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will 
receive a second reading on the next legislative day.
