  SA 740. Mr. INHOFE (for himself and Mr. Reed) submitted an amendment 
intended to be proposed by him to the bill S. 1790, to authorize 
appropriations for fiscal year 2020 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes; which was 
ordered to lie on the table; as follows:

       Strike part III of subtitle D of title V.
       Strike section 585.
       Strike section 587.
       Strike section 642.
       On page 293, line 2, strike ``January 1, 2020'' and insert 
     ``January 1, 2030''.
       Strike section 1203 and insert the following:

     SEC. 1203. TWO-YEAR EXTENSION OF PROGRAM AUTHORITY AND 
                   AVAILABILITY OF FUNDS FOR GLOBAL SECURITY 
                   CONTINGENCY FUND.

       Section 1207 of the National Defense Authorization Act for 
     Fiscal Year 2012 (22 U.S.C. 2151 note) is amended--
       (1) in subsection (i)--
       (A) in paragraph (1), by striking ``September 30, 2019'' 
     and inserting ``September 30, 2021''; and
       (B) by amending paragraph (2) to read as follows:

       ``(2) Exception.--Amounts appropriated and transferred to 
     the Fund before September 30, 2019, shall remain available 
     for obligation and expenditure after that date, but only for 
     activities under programs commenced under subsection (b) 
     before September 30, 2019.''; and
       (2) in subsection (o)--
       (A) in the first sentence, by striking ``September 30, 
     2019'' and inserting ``September 30, 2021''; and
       (B) in the second sentence, by striking ``through 2019'' 
     and inserting ``through 2021''.
