  SA 693. Mr. ROMNEY (for himself and Mr. Cornyn) submitted an 
amendment intended to be proposed by him to the bill S. 1790, to 
authorize appropriations for fiscal year 2020 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. 2. PERMANENT AUTHORIZATION OF E-VERIFY.

       (a) Short Title.--This section may be cited as the 
     ``Permanent E-Verify Act''.
       (b) Permanent Authorization of E-Verify.--Section 401 of 
     the Illegal Immigration Reform and Immigrant Responsibility 
     Act of 1996 (8 U.S.C. 1324a note) is amended--
       (1) by amending the section heading to read as follows: 
     ``e-verify program''; and
       (2) in subsection (b)--
       (A) in the subsection heading, by striking ``; 
     Termination''; and
       (B) by striking ``Unless the Congress otherwise provides, 
     the Secretary of Homeland Security shall terminate a pilot 
     program on September 30, 2015.''.
