  SA 445. Ms. ERNST (for herself, Ms. Duckworth, and Mrs. Capito) 
submitted an amendment intended to be proposed by her to the bill S. 
1790, to authorize appropriations for fiscal year 2020 for military 
activities of the Department of Defense, for military construction, and 
for defense activities of the Department of Energy, to prescribe 
military personnel strengths for such fiscal year, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. MAXIMUM AWARD PRICE FOR SOLE SOURCE MANUFACTURING 
                   CONTRACTS.

       The Small Business Act (15 U.S.C. 631 et seq.) is amended--
       (1) in section 8 (15 U.S.C. 637)--
       (A) in subsection (a)(1)(D)(i)(II), by striking 
     ``$5,000,000'' and inserting ``$7,000,000''; and
       (B) in subsection (m)--
       (i) in paragraph (7)(B)(i), by striking ``$6,500,000'' and 
     inserting ``$7,000,000''; and
       (ii) in paragraph (8)(B)(i), by striking ``$6,500,000'' and 
     inserting ``$7,000,000'';
       (2) in section 31(b)(2)(A)(ii)(I) (15 U.S.C. 
     657a(b)(2)(A)(ii)(I)), by striking ``$5,000,000'' and 
     inserting ``$7,000,000''; and
       (3) in section 36(a)(2)(A) (15 U.S.C. 657f(a)(2)(A)), by 
     striking ``$5,000,000'' and inserting ``$7,000,000''.
