  SA 390. Ms. STABENOW (for herself, Mr. Cornyn, Mrs. Feinstein, and 
Mr. Schumer) submitted an amendment intended to be proposed by her to 
the bill S. 1790, to authorize appropriations for fiscal year 2020 for 
military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle H of title X, add the following:

     SEC. 108__. WAIVER UNDER SPECIALTY CROP RESEARCH INITIATIVE.

       Section 412(g)(3) of the Agricultural Research, Extension, 
     and Education Reform Act of 1998 (7 U.S.C. 7632(g)(3)) is 
     amended--
       (1) in subparagraph (A), by striking ``An entity'' and 
     inserting ``Subject to subparagraph (C), an entity''; and
       (2) by adding at the end the following:
       ``(C) Waiver.--The Secretary may waive the requirement 
     under subparagraph (A) for an entity receiving a grant under 
     this section if the Secretary determines that--
       ``(i) the results of the grant--

       ``(I) will benefit a specific specialty crop; and
       ``(II) are likely to be applicable to agricultural 
     commodities generally, including specialty crops; or

       ``(ii)(I) the grant involves scientifically important 
     research; and

       ``(II) the grant recipient is unable to satisfy the 
     matching funds requirement.''.
