                    CONFIRMATION OF KENNETH D. BELL

  Mr. TILLIS. Mr. President, I would like to congratulate Mr. Kenneth 
D. Bell on his confirmation to serve as the United States District 
Judge for the Western District of North Carolina. Mr. Bell has a 
distinguished record of serving North Carolina, and he is an excellent 
choice for this position. I look forward to his continued service to 
the people of western North Carolina. Thank you, Mr. Bell, for your 
commitment to serve in this position, and I wish you the best of luck.
