  Ms. HARRIS. Mr. President, I was absent for vote No. 76 the motion to 
invoke cloture on Executive Calendar No. 200, the nomination of David 
Bernhardt to be Secretary of the Interior. Had I been present, I would 
have voted no on the motion to invoke cloture.
