  SA 215. Mr. McCONNELL proposed an amendment to the bill H.R. 268, 
making supplemental appropriations for the fiscal year ending September 
30, 2019, and for other purposes; as follows:

       ``This Act shall take effect 3 days after the date of 
     enactment.''
