                           Order of Procedure

  Ms. MURKOWSKI. Madam President, I ask unanimous consent that the 
postcloture time on the Desmond nomination expire at 12:15 p.m. 
tomorrow; further, that if confirmed, the motion to reconsider be 
considered made and laid upon the table and the President be 
immediately notified of the Senate's action; finally, that there be 2 
minutes of debate equally divided prior to the cloture vote on the 
Wheeler nomination.
