  SA 154. Mr. LEE (for himself, Mr. Lankford, Mr. Toomey, and Mr. 
Romney) submitted an amendment intended to be proposed to amendment SA 
111 submitted by Ms. Murkowski (for herself and Mr. Manchin) and 
intended to be proposed to the bill S. 47, to provide for the 
management of the natural resources of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, add the following:

     SEC. ___. LIMITATION ON THE EXTENSION OR ESTABLISHMENT OF 
                   NATIONAL MONUMENTS IN THE STATE OF UTAH.

       Section 320301(d) of title 54, United States Code, is 
     amended--
       (1) in the heading, by striking ``Wyoming'' and inserting 
     ``the State of Wyoming or Utah''; and
       (2) by striking ``Wyoming'' and inserting ``the State of 
     Wyoming or Utah''.
