  SA 145. Mr. KENNEDY (for himself, Mr. Cassidy, and Mr. Heinrich) 
submitted an amendment intended to be proposed to amendment SA 111 
submitted by Ms. Murkowski (for herself and Mr. Manchin) and intended 
to be proposed to the bill S. 47, to provide for the management of the 
natural resources of the United States, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. NORTH AMERICAN WETLANDS CONSERVATION ACT 
                   REAUTHORIZATION.

       Section 7(c) of the North American Wetlands Conservation 
     Act (16 U.S.C. 4406(c)) is amended by striking ``not to 
     exceed--'' and all that follows through paragraph (5) and 
     inserting ``not to exceed $60,000,000 for each of fiscal 
     years 2020 through 2024.''.
