SA 138. Mr. BARRASSO submitted an amendment intended to be proposed
to amendment SA 111 submitted by Ms. Murkowski (for herself and Mr.
Manchin) and intended to be proposed to the bill S. 47, to provide for
the management of the natural resources of the United States, and for
other purposes; which was ordered to lie on the table; as follows:
At the end of title IX, add the following:
SEC. 90__. REDUCTION IN ROYALTY RATE ON SODA ASH.
Notwithstanding section 102(a)(9) of the Federal Land
Policy and Management Act of 1976 (43 U.S.C. 1701(a)(9)),
section 24 of the Mineral Leasing Act (30 U.S.C. 262), and
the terms of any lease under that Act, the royalty rate on
the quantity or gross value of the output of sodium compounds
and related products at the point of shipment to market from
Federal land in the 1-year period beginning on the date of
enactment of this Act shall be 4 percent.
