  SA 28. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 5 proposed by Mr. McConnell (for Mr. Shelby) to the bill 
H.R. 268, making supplemental appropriations for the fiscal year ending 
September 30, 2019, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, add the following:

     SEC. __. DEFINITION OF PARTICULAR SOCIAL GROUP.

       Section 101(a) of the Immigration and Nationality Act (8 
     U.S.C. 1101(a)) is amended by adding at the end the 
     following:
       ``(53) The term `particular social group' means a group of 
     individuals that is--
       ``(A) composed of members who share a common, immutable 
     characteristic;
       ``(B) defined with particularity; and
       ``(C) socially distinct within the applicable society.''.
