Mr. CORNYN. Mr. President, I ask unanimous consent that the committee
on Homeland Security and Governmental Affairs be discharged from
further consideration of H.R. 5238 and that the Senate proceed to its
immediate consideration.

States Postal Service located at 1234 Saint Johns Place in
Brooklyn, New York, as the ``Major Robert Odell Owens Post
Office''.
