  SA 4067. Mr. CORKER submitted an amendment intended to be proposed by 
him to the bill H.R. 600, to promote Internet access in developing 
countries and update foreign policy toward the Internet, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end, add the following:

     SEC. 5. COST LIMITATION.

       No additional funds are authorized to be appropriated to 
     carry out the provisions of this Act.
