  Messrs. DUNCAN of South Carolina and HOLLINGSWORTH changed their vote 
from ``yea'' to ``nay.''
  Messrs. ROSKAM, JORDAN, RASKIN, McNERNEY, RUSH, and GONZALEZ of Texas 
changed their vote from ``nay'' to ``yea.''
  So the conference report was agreed to.
  The result of the vote was announced as above recorded.
  A motion to reconsider was laid on the table.

  Mr. TAYLOR. Mr. Speaker, due to the anticipated impact of Hurricane 
Florence I will miss the votes. Had I been present, I would have voted 
``yea'' on rollcall No. 397, ``yea'' on rollcall No. 398, and ``yea'' 
on rollcall No. 399.
