  SA 3725. Mr. KENNEDY submitted an amendment intended to be proposed 
by him to the bill H.R. 6157, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2019, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title VIII of division A, 
     insert the following:
       Sec. __.  None of the amounts appropriated or otherwise 
     made available by this division may be used to make payment 
     or otherwise provide funding to any contractor or 
     subcontractor under a contract with the Department of Defense 
     which has an outstanding debt under the Internal Revenue Code 
     of 1986 for which a notice of lien has been filed in public 
     records pursuant to section 6323 of such Code or is otherwise 
     not in compliance with Federal tax filing and payment 
     requirements.
