  SA 3728. Mr. KENNEDY submitted an amendment intended to be proposed 
by him to the bill H.R. 6157, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2019, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title VIII of division A, 
     insert the following:
       Sec. ___. (a) In the event of a lapse in appropriations, 
     any provision of law making amounts available for pay and 
     allowances of members of the Armed Forces on active duty 
     during the lapse shall be deemed to also make such amounts 
     available for pay and allowances of members of the reserve 
     components of the Armed Forces during the lapse.
       (b) In this section, the term ``lapse in appropriations'' 
     means any portion of a fiscal year during which the 
     appropriation bill for the fiscal year for the Department of 
     Defense or the Department of Homeland Security, as 
     applicable, has not become law and an Act or joint resolution 
     making continuing appropriations for the fiscal year is not 
     in effect.
