  SA 3726. Mr. KENNEDY submitted an amendment intended to be proposed 
by him to the bill H.R. 6157, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2019, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title I of division B, insert 
     the following:
       Sec. ___.  No funds made available under this Act may be 
     used to give raises to employees of the Department of Labor 
     until the Secretary of Labor has submitted a detailed report 
     to Congress about a plan of the Secretary--
       (1) to reduce improper payments made by the Department of 
     Labor; and
       (2) that outlines any barriers to the reduction described 
     in paragraph (1) that would require Congressional action to 
     resolve.
