  SA 3717. Mr. SCHATZ submitted an amendment intended to be proposed by 
him to the bill H.R. 6157, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2019, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title VIII of division A, 
     insert the following:
       Sec. ___.  Of the amounts appropriated or otherwise made 
     available by title II of this division under the heading 
     ``Operation and Maintenance, Army'', up to $1,000,000 may be 
     used to sustain morale, welfare, and recreation (MWR) 
     facilities that--
       (1) have been closed as a result of flooding, an 
     earthquake, a wildfire, or a volcanic event in 2018;
       (2) have furloughed or put employees on administrative 
     leave in connection with such closure; and
       (3) have used revenue or operating reserves to pay 
     operation and maintenance expenses during such closure.
