  SA 3708. Mr. UDALL submitted an amendment intended to be proposed to 
amendment SA 3695 proposed by Mr. Shelby to the bill H.R. 6157, making 
appropriations for the Department of Defense for the fiscal year ending 
September 30, 2019, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place in division A, insert the 
     following:
       Sec. ___.  The Secretary of Defense shall enter into an 
     agreement with a federally funded research and development 
     center to study the feasibility of, and develop 
     recommendations for, the establishment of an inland testing 
     and space corridor, including point-to-point transit of 
     vehicles at hypersonic speeds, that can use existing military 
     test ranges, spaceports, and their suite of sensors with 
     minimal effect on commercial airspace.
