  SA 3687. Mr. HEINRICH submitted an amendment intended to be proposed 
by him to the bill H.R. 4, to reauthorize programs of the Federal 
Aviation Administration, and for other purposes; which was ordered to 
lie on the table; as follows:

       On page 53, between lines 7 and 8, insert the following:

     SEC. 1228. FORMER MILITARY AIRPORTS.

       Section 47118(a) is amended--
       (1) in paragraph (1)(C) by striking ``or'' at the end;
       (2) in paragraph (2) by striking the period at the end and 
     inserting ``; or''; and
       (3) by adding at the end the following:
       ``(3) the airport is--
       ``(A) a former military airport that supported military 
     operations after December 31, 1965; and
       ``(B) a nonhub primary airport in the most currently 
     published National Plan of Integrated Airport Systems.''.
