  SA 3396. Mr. COTTON submitted an amendment intended to be proposed by 
him to the bill H.R. 4, to reauthorize programs of the Federal Aviation 
Administration, and for other purposes; which was ordered to lie on the 
table; as follows:

       At the appropriate place, insert the following:

     SEC. ____. DEFINITION OF LIVESTOCK.

       Section 602(2) of the Emergency Livestock Feed Assistance 
     Act of 1988 (7 U.S.C. 1471(2)) is amended in the matter 
     preceding subparagraph (A) by striking ``fish'' and all that 
     follows through ``that--'' and inserting ``llamas, alpacas, 
     live fish, crawfish, and other animals that--''.
