                           Order of Procedure

  Mr. DAINES. Mr. President, I ask unanimous consent that 
notwithstanding the provisions of rule XXII, all postcloture time on 
Executive Calendar No. 595 be considered expired at 2:25 p.m. and the 
Senate immediately vote on the nomination; that if confirmed, the 
motion to reconsider be considered made and laid on the table and the 
President be immediately notified of the Senate's action; and that 
following disposition of the nomination, the Senate vote on cloture on 
the Oldham nomination.
