                         ALL CIRCUIT REVIEW ACT

  Mr. ROSS. Mr. Speaker, I ask unanimous consent to take from the 
Speaker's table the bill (H.R. 2229) to amend title 5, United States 
Code, to provide permanent authority for judicial review of certain 
Merit Systems Protection Board decisions relating to whistleblowers, 
and for other purposes, with the Senate amendment thereto, and concur 
in the Senate amendment.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. The Clerk will report the Senate amendment.
  The Clerk read as follows:
  Senate amendment:

       On page 2, after line 16, insert the following:
       (c) Retroactive Effective Date.--The amendments made by 
     this section shall take effect as if enacted on November 26, 
     2017.

  The SPEAKER pro tempore. Is there objection to the request of the 
gentleman from Florida?
  There was no objection.
