                            VOTE EXPLANATION

  Mr. PORTMAN. Mr. President, while my vote would not have changed the 
outcome, I would have voted ``yea'' on the motion to invoke cloture on 
the Toomey amendment. I was questioning nominees at the Senate Foreign 
Relations Committee hearing on nominations at the time of the vote.
