FOR STRATEGIC BASING OF KC-46 AIRCRAFT.

       (a) Sense of Congress.--It is the sense of Congress that--
       (1) consistent with the National Defense Authorization Act
for Fiscal Year 2018, the Air Force is undertaking an updated
mobility capability and requirements study that will reflect
     guidance articulated in the 2018 National Defense Strategy;
     and
       (2) that study should address the model the Department of
the Air Force intends to use for its strategic basing
     process.
       (b) Report.--
       (1) In general.--Not later than December 31, 2019, the
Secretary of Air Force shall submit to the Committees on
Armed Services of the Senate and the House of Representatives
a report setting forth the results of a review, conducted by
the Secretary for purposes of the report, of the analytical
     model used for strategic basing.
       (2) Particular element.--The report shall include such
recommendations of the Secretary for the analytical model as
the Secretary considers appropriate in order to ensure that
the model addresses changes in refueling requirements along
the Northern Tier of the United States as a result of the
2018 National Defense Strategy and associated mobility
capability requirements, including, in particular, in
connection with the growth of activities in the Northern
Polar region by global and regional powers.
